Scuba Consultants is providing specialist diving and aquatic consultancy for URWLD Denver, a world-first indoor adventure destination.
Our role includes the concept and design of unique scuba diving and swimming experiences that simulate real-world environments and conditions, preparing participants for diving adventures in the real world.
Working alongside investors, developers and the wider project team, we are integrating pool configuration, depth, diving activities, training, safety and operational requirements into the wider facility design.
URWLD demonstrates how specialist diving expertise can transform an indoor facility from a swimming pool into an immersive, practical and commercially compelling gateway to real-world adventure.
Deep Dive Dubai
Concept • Development • Diving Operations
Phil O’Shea was the original concept designer and Director of Diving for Deep Dive Dubai, the world’s deepest purpose-built diving pool at 60 metres.
Working through the development and construction phases prior to opening, Phil led the diving-specific aspects of the project, including technical design input, specialist procurement, diving systems and equipment, operational planning and development of the facility’s diving program.
His involvement extended from the original concept through to the creation of a fully operational world-class diving facility, bringing together engineering, diving expertise and practical operational requirements.
A landmark project that demonstrates the value of specialist diving expertise from concept through construction and into operation.
Pavilion Dive Centre, Dubai
Operations • Development • Professional Training
Phil O’Shea joined the Pavilion Dive Centre at Jumeirah Beach Hotel, Dubai, at its opening in 1998, initially as Manager, progressing to Director of Diving, a role he held through to 2013.
During this period, Phil was instrumental in developing the operation from a PADI dive centre into a PADI 5 Star Instructor Development Centre (IDC) and one of the region’s leading professional diving facilities.
His responsibilities encompassed the full spectrum of dive centre operations and development, including staff recruitment and training, instructor development, operational systems, equipment and procurement, health and safety, customer experience and commercial development.
Over more than 15 years, the centre established a reputation as a leading professional dive operation in the Middle East, providing a strong foundation in the practical management and development of successful diving businesses.

Nomad Ocean Adventures, UAE & Oman
Operations Management • New Location Development
Phil O’Shea joined Nomad Ocean Adventures as Operations Manager with responsibility for the established Oman operation and the development of a new diving location in Fujairah, UAE.
Recruited specifically to lead the Fujairah opening, Phil managed the development of the new operation while simultaneously working to streamline and strengthen the existing Oman business, overseeing operations across both locations.
The role involved operational planning, recruitment and staffing, equipment and procurement, procedures, safety and day-to-day dive operations, with a focus on creating an efficient and consistent operating model across two locations.
A project combining new-location development with the practical challenge of improving and standardizing an established diving operation.
